Labor Category & Descriptions

 

 

Choctaw Archiving recognizes varying levels of education and experience in their position descriptions. Choctaw Archiving maintains that many times experience is as or more important than formal preparation.  Therefore, it is Choctaw Archiving’s policy to substitute two years of related experience for one year of higher education where appropriate and with the client’s approval.

 

 

Records Program Manager:

 

Minimum/General Experience:  Eight years of progressively responsible experience in management.  Financial, administrative, and project management experience preferred.   

 

Functional Responsibility:  Plans, organizes, and controls the overall activities of the contract at all geographically dispersed sites (i.e., project management, technical work, quality control, scheduling, and costs associated with various task orders under the contract).  Acts as the Contractor’s primary interface with the designated government representative(s).  Ensures all contractor-performed activities are operated in conformance with the terms and conditions of the contract.

 

Minimum Education:  MS/MA in any field.  Prefer degree related to public administration, business, records, finances, or information systems. 

 

 

Records Assistant Program Manager:

 

Minimum/General Experience: Six years of progressively responsible experience in records or information systems management including financial, administrative, and project management responsibilities. 

 

Functional Responsibility:  Assists the Program Manager in planning, organizing, and controlling the overall activities of the contract.  Has the authority to act of behalf of the Program Manager in the Program Manager’s absence or when assigned such duties by the Program Manager.

 

Minimum Education:  MS/MA in a field of study related to management of contracts, records, finances, business, or information systems. 

 

 


Records Security- HR Manager:

 

Minimum/General Experience:  Two years Human Resource experience and two years

background security experience

 

Functional Responsibility:  Processes applications for all prospective applicants.  Interface with employees and benefits manager. Processes all personnel actions for all employees.  Maintains a secret facility clearance to ensure that all employees are in compliance with security-related issues. Processes personnel security clearances in accordance with security requirements.  

 

Minimum Education:  AA College Degree preferred. 

 

 

Records Receptionist:

 

Minimum/General Experience:  One year of experience preparing and filing documents under supervision in an office environment. 

 

Functional Responsibility:  Provides clerical support including but not limited to scheduling appointments, answering telephone inquiries, booking appointments, preparation of documents, assisting with ceremonies, filing, and entering data into computerized systems.  May send email and deliver messages, documents, packages, and mail to various government agencies and business concerns.  Performs file operations including but not limited to; examining and coding incoming material, storage of forms, letters, receipts, or reports, and conducting inventories.  Requires excellent communication skills. 

 

Minimum Education: High School Diploma.

 

 

Records Bookkeeper:

 

Minimum/General Experience:  Three years general accounting to include one-year

payroll and one year general invoicing.

 

Functional Responsibility:  Communicates on a daily basis with managers to ensure submissions of timesheets and process of payroll are within the specified timeframes.  Establishes and monitors process for tracking overtime and timely submission of time and attendance reports.  Receives and prepares contract invoicing for reimbursement. 

 

Minimum Education:  High School Diploma, AA College Degree preferred.  College

degree may be substituted with three years of general contract accounting experience.

 


 

Records Administrative Assistant:

 

Minimum/General Experience:  One year performing administrative support duties in

an office environment.  Completion of a clerical or business training program preferred.

 

Functional Responsibility:  Supports management in completing and meeting administrative requirements. Uses computer with word processing software to produce and edit letters, memoranda, reports, and other materials from rough draft or notes.   Operates office equipment. Maintains and orders supplies and equipment.  Uses spreadsheet software to coordinate, consolidate, and prepare production and payroll documents and ensures documents are submitted to appropriate receiving parties.  Collects and monitors applicant employment packages, and similar duties as required.

 

Minimum Education:  High School Diploma required, AA College Degree preferred. 

 

 

Records Sr. Management Analyst:

 

Minimum/General Experience: Ten years experience in operations research, organizational management, statistics and management responsibilities.   

 

Functional Responsibility:  Establishes the overall objectives and initiatives of a quality control management department. Develops ideas for new products that involve the quality control management department. Provides quality control and management expertise to other departments where needed. Assures compliance with approved methods and quality standards.

 

Minimum Education: MS/MA in the fields of mathematics, statistics, operations

research, organizational management, organizational effectiveness/development;

doctorate preferred. 

 

 

Records Management Analyst:

 

Minimum/General Experience: Two years of experience in the field of mathematics,

statistics, or operational management and operational research.

 

Functional Responsibility:  Responsible for organizing highly complex activities for the development, implementation, and maintenance of quality control projects and plans. Assures compliance with approved methods and quality standards. Has a familiarity with a variety of the field’s concepts, practices, and procedures.

 

Minimum Education: BS/BA degree, graduate degree preferred

 


Records Instructor/Trainer:

 

Minimum/General Experience:  One year of experience training in a document management, mail, or file room environment in an advisory capacity.

 

Functional Responsibility:  Develops and presents training materials based on established standard operating procedures for each position and task.  Creates and distributes approved training aids and job task aids for each position.  Ensures standard operating procedures are followed at all times. Must have strong leadership and communication skills and able to motivate the staff.  Must have an understanding of adult learning theory and adult training techniques.

 

Minimum Education:  College degree requiring strong communication and training abilities.  Degree may be substituted with five years instructor/trainer experience.

 

 

Records Quality Control Inspector:

 

Minimum/General Experience:  Two years experience in quality control activities. 

 

Functional Responsibility:  Verifies compliance with contract requirements, paying particular attention to timeliness and accuracy of work performed.  .  Maintains various logs and uses random sampling to evaluate process efficiency and contract compliance.  Responsible for recognizing lack of data in source documents or illegible data that may invalidate samples, investigating complaints and violations, preparing reports of findings and action taken or recommended, and recommending changes in standards, administrative procedures, and methods.  Uses Continuous Improvement techniques, including Control Charts, Pareto Chart, Run Chart, Histogram and Flow Charts. 

 

Minimum Education:  BA or BS in Statistics or related field.

 

 

Records Regional Manager: 

 

Minimum/General Experience:  Three years direct records management experience.

 

Functional Responsibility:  Reports to and assists the Program Manager and Assistant Program Manager in providing management oversight to their respective offices.   Is responsible for collecting, analyzing, and submitting various reports from offices within their region.  Conducts visits and ensures the assigned offices are staffed and personnel are trained.  Maintains liaison with the designated government representative(s). 

 

Minimum Education:  BS/BA with professional membership in a records management organization preferred. 


 

Records Site Manager:

 

Minimum/General Experience:  Three years direct records management experience.

 

Functional Responsibility:  Responsible for day-to-day operations of the contract at  their designated site and sub-sites.  Duties and responsibilities include monitoring of data entry, fee collection and processing, mail and file operations, and quality control processes to ensure contract compliance.  Responsible for day-to-day planning and coordination with contract supervisors and quality control personnel.  Maintains liaison with the designated government representative(s).

 

Minimum Education:  BS/BA with professional membership in a records management organization preferred.

 

 

Records General Office Worker

 

Minimum/General Experience:  Three months experience examining written material and coding it numerically, alphabetically, or by subject matter.

 

Functional Responsibility: Codes and classifies incoming material to specification.  Stores forms, letters, receipts, or reports in paper form or enters necessary information into other storage devices. Ensures information is added to files in a timely manner or transfers material to inactive storage.  Locates, retrieves, and distributes files to requestors.  Copies and distributes records.  Utilizes computerized filing and retrieval systems. Processes files for retirement or storage.  Conducts local file audits to locate missing files. 

 

Minimum Education: High School Diploma.

 

 

Records Assistant Site Manager:

 

Minimum/General Experience:  One year direct document management experience. Must be familiar with all daily operations.

 

Functional Responsibility:  Reports to and assists the Records Site Manager and performs the duties of the Site Manager in their absence.  Duties and responsibilities include monitoring data entry, fee collection and processing, mail and file operations, quality control processes, and general clerical operations to ensure contract compliance.  Responsible for the day-to-day planning and coordination with the Site Manager, supervisors, and quality control personnel.  Maintains liaison with the designated government representative(s).

 

Minimum Education:  AA College Degree preferred. 

 

Records Administrative Assistant/Management Intern:

 

Minimum/General Experience:  Six months experience in a mailroom or document management environment.

Minimum/General Experience:  One year direct file room experience.  Technically proficient in all day-to-day operations.

 

Functional Responsibility: Assigns and monitors daily work volumes. Has the technical knowledge and skills to train employees on all aspects of file room responsibilities.  Supervises immediate file room staff.  Performs administrative duties including but not limited to data collection and preparation of production reports, narrative reports, timesheets, and other required reports. Must have strong leadership and communication skills.

 

Minimum Education: High School Diploma, AA College Degree preferred.

 

 

Records File Room Clerk:

 

Minimum/General Experience:  Entry level position

 

Functional Responsibility:  Must be capable of performing clerical duties including filing information in alphabetical or chronological order, attaching bar code labels, scanning bar code labels using wand and appropriate computer software. 

 

Minimum Education: High School Diploma.

 


Records Functional Area Supervisor (Data Entry)

 

Minimum/General Experience:  One year of experience in a data entry environment with some supervisory responsibilities.

 

Functional Responsibility: Must be proficient in all technical requirements of data entry.  Assigns and monitors daily work volumes. Performs administrative duties including but not limited to data collection and preparation of production reports, narrative reports, timesheets, and required data entry reports.

 Responsible for the daily operations of the data entry department.  Supervises and evaluates the performance of the data entry staff.  Ensures all reports are accurate, complete, and submitted in a timely manner.  Must have strong leadership and communication skills and able to motivate the staff.

 

Minimum Education: High School Diploma, AA College Degree preferred.

 

 

Records Data Entry Clerk

 

Minimum/General Experience:  Six months experience entering data in a printing, mailroom, or office environment.  Prior task order related experience or training preferred. 

 

Functional Responsibility: Enters alphabetic, numeric, or symbolic data from source documents into computer following format displayed on screen and enters necessary codes. Must be accurate when entering data into computerized systems or manual logs.

 

Minimum Education:  High School Diploma.

 

 

Mailroom Functional Area Supervisor:

 

Minimum/General Experience:  One year of experience in a mailroom or document management environment with increasing and supervisory responsibilities.

 

Functional Responsibility:  Must be proficient in all technical requirements of the mailroom.  Assigns and monitors daily work volumes. Performs administrative duties including but not limited to data collection and preparation of production reports, narrative reports, timesheets, and required reports. Responsible for the daily operations of the mailroom staff.  Supervises and evaluates the performance of the mailroom staff.  Ensures all reports are accurate, complete, and submitted in a timely manner.  Must have strong leadership and communication skills and able to motivate the staff.

 

Minimum Education: High School Diploma, AA College Degree preferred.

 

 


Mailroom Clerk:

 

Minimum/General Experience:  Entry Level Position

 

Functional Responsibility:  Sorts and delivers internal mail; serving as a link between the U.S. Postal Service and other carriers and individual offices and workers.  Sorts and delivers incoming mail within large office buildings.  Prepares outgoing mail for delivery to the post office.  Determines best rate of postage and delivery utilizing outside mail services.  Operates machines that collate, fold, and insert material in envelopes.  Operates machines that affix postage.  Utilizes computers to record incoming and outgoing items.  Must be detail oriented and dependable.

 

Minimum Education: High School Diploma.

 

 

Mailroom Functional Area Supervisor (Cashier)

 

Minimum/General Experience:  One year of experience performing cashier or related duties in a document management environment with increasing and supervisory responsibilities.

 

Functional Responsibility:  Responsible for the daily operations of the cash room.  Supervises and evaluates the performance of the cash room staff.  Assigns and monitors daily work volumes. Ensures all reports are accurate, complete, and submitted in a timely manner.  Performs administrative duties including but not limited to data collection and preparation of production reports, narrative reports, timesheets, and required cash room reports. Must have strong leadership and communication skills and able to motivate the staff.   

 

Minimum Education: High School Diploma, AA College Degree preferred.

 

 

Mailroom Cashier:

 

Minimum/General Experience:  Six months of experience performing cashier or related duties in a document management environment.

 

Functional Responsibility:  Under general supervision, receives customer payment via cash, personal check, money orders, credit card, etc.  Prepares and issues receipts.  Records and reconciles funds received.  Uses cash register or similar equipment.  Must be able to count currency, make arithmetic computations and maintain accurate records. Requires excellent communication skills and the ability to remain calm and tactful in stressful situations.

 

Minimum Education:  High School Diploma.

 


Mailroom Courier:

 

Minimum/General Experience:  Must have a current driver’s license and no outstanding or serious traffic violations/infractions. 

 

Functional Responsibility:  Drives light truck to deliver messages, documents, packages, and mail to various government agencies and business concerns.  May transport office personnel and visitors, and perform miscellaneous errands such as carrying mail to and from the post office and sorting and processing mail.  May obtain receipts for articles delivered and keep a log of items received and delivered.  May deliver items to offices and departments within an establishment.

 

Minimum Education:  High School Diploma.
